“What is staff supposed to do with the strategic plan?”
We hear this question very frequently after a strategic planning session.
During a strategic planning session, the Council and senior administration collaborate to create the Council’s high priorities for the foreseeable future.
However, what is administration supposed to do after the strategic plan is set? How do they make Council’s goals actionable and ensure they are accomplished?
Without a corporate plan, it can be challenging for administration to see themselves in the strategic plan. The strategic plan is a high-level document, and it can be difficult to bring that document down to an operational level, where staff can see themselves helping to work towards the high-level goals.
During a corporate planning session, staff create tactics to help progress the strategic plan. For example, if Council wants to build a new aquatic centre, the administration may decide that one of their tactics is to find sponsors to contribute to the centre's funding. Without the corporate plan, it is difficult for staff to start the process of building a new pool. Who is doing what? When will it be finished? Who oversees the project?
Corporate plans also ensure that work stays on track. We always recommend that corporate plans be updated and reviewed quarterly. Reviewing the plan regularly as a team ensures that projects stay on track and communication is updated.
A corporate plan ensures that everyone, including the council and administration, is working toward the same goal. Without one, goals are set but far more difficult to achieve.
